In line with this goal, the grant contracted with the Assistive Technology Library of Alaska (ATLA) to assess existing Job Center assistive technology. Assistive technology devices help provide access to facilities and services to people with disabilities. ATLA will then make recommendations for equipment in order for Job Centers to fulfill requirements of Title II of the Americans with Disabilities Act (ADA) and Section 188 of the Workforce Investment Act (WIA). A complete report of findings by ATLA will be available by early September 2002. Preliminary findings reported by ATLA indicate that much of the assistive technology needed for access to Job Centers either does not exist or is not being used. The findings suggest that assistive technology sufficient to provide access to statewide job center services and information would cost a total of approximately $125,000. Within the past quarter, the DOL Work Incentive Grant was given approval for a redistribution of grant funds to provide $125,000 for the initial purchase of this assistive technology for all of Alaska’s 22 One-Stop Job Centers. Because past experience tells us that staff training and knowledge of assistive technology along with sustainable infrastructure is critical to its successful implementation, use, and maintenance, the Work Incentive Grant is proposing to: Purchase the initial assistive technology at an estimated $125,000. This purchase to be coordinated through the appropriate Information Technology and Services personnel. Contract with ATLA to provide a training session on the use of assistive technology in job centers, to immediately precede the annual WIA Conference scheduled for November of 2002. Designated staff from each Job Center will receive hands-on training in the use of assistive technology in job centers. These staff will then have the knowledge and tools to integrate the use of assistive technology into services provided in their locations, as well as be a resource for other staff at their center. Provide on-site, hands-on training at each statewide job center, presented by Work Incentive Grant and ATLA staff during the late winter and spring months of 2003, to include assistive technology and disability awareness information. To accomplish this, we are proposing that plans are developed and commitment made for including job duties and responsibilities of assistive technology knowledge, use, and upkeep in the Position Descriptions of the designated employees who participate in the November training. Additionally, the future costs of maintenance, necessary upgrades and purchase of new technologies would be the responsibility of the Job Center partner agencies. It is expected that the cost of purchasing upgrades to computer programs and new assistive technology will not be prohibitive in the future. Most assistive technology is generally quite durable and not all equipment and software upgrades will be required to continue providing access. The acquisition and implementation of this assistive technology into Alaska’s job centers will place our One-Stop services at the forefront of accessible public service programs in the Nation.
