The conference brought together people from Eastern and Western Pennsylvania to learn more about enhancing services to persons with disabilities. Sessions were held on topics such as Using Resources and Partnerships, the Business Leadership Network, CareerLink Success Stories and Partnerships, and Ticket to Work. On the second day of the conference, the sessions were devoted to assistive technology including JAWS, ZoomText, TTY, and Windows Accessibility Features. The conferences keynote speakers were very inspirational to the attendees. Evelyne Villines, a leading National Spokesperson for persons with disabilities, moved the audience on the first day and charged everyone with continuing to improve services. The keynote speaker on the second day, Mr. Gary Lefebvre of Peoples Oakland spoke about serving people with mental health concerns. Mr. Lefebvre provided insight into a topic that is currently coming to the forefront. The conference opened with a panel consisting of Tom Washic of the Office of Vocational Rehabilitation, Terri Kaufman of the State Workforce Investment Board, John Vogel of the Bureau of Workforce Development and Sharon Wellons of the Division of Discretionary Grants, Office of Discretionary Programs in the Philadelphia Regional Office of the Employment and Training Administration. The topic of the Enhancement Plans that are currently being developed was addressed throughout the conference. Conference attendees were provided information regarding what are the next steps once the plan has been created. A session was also held for new attendees at the conclusion of the conference to answer any questions about the task of creating an Enhancement Plan. The conference also held an exciting event at the conclusion of the first day. A reception and a provider fair were held for all conference attendees. Over thirty different providers from across the state offered information about their services to conference attendees. Many of the conference attendees used this opportunity to network with other CareerLink staff and partners from around the state. The conference also conducted drawings throughout the days for materials such as ICI Manuals (resource manual), Ten Commandment videos, and four TTY machines with telephone amplification. Prizes were also awarded from Staples, Wal-Mart and Krispy Kreme Donuts and a package from the Clarion Carlisle Hotel. A special thanks goes out to those who donated prizes for the conference. This article will talk about the Enhancement Plan and the steps that need to be taken once the plan has been created. The information found below was given to conference attendees at the Raise-Up Conference. What is an Enhancement Plan? The Enhancement Plan is a working document developed by CareerLink to enhance services for persons with disabilities. The Enhancement Plan encompasses areas such as surveys, training, accessibility, alternate formats, assistive equipment, outreach to employers and leveraging resources among others. What are the benefits to creating an Enhancement Plan? Creating an Enhancement Plan allows you to enhance services to persons with disabilities. By creating a plan, it allows CareerLink to look at their center and staff in relation to serving people with disabilities. It will help the CareerLink in its chartering or re-chartering process. By submitting a plan, the Workforce Investment Board will be eligible for $1000 towards implementation of the plan. What if I did not attend the first conference and want to create a plan for my CareerLink? A plan still can be developed and submitted to be eligible for the $1000.00. Materials are being provided to you at this conference. The Raise-Up Grant staff can answer any questions that you may have concerning the Enhancement Plan. What is the next step, once my CareerLink has created an Enhancement Plan? The first step is to see if other CareerLinks from your area are also submitting an Enhancement Plan. If there are multiple plans, you may want to consider creating a Master Enhancement Plan for the Workforce Investment Area, as the Area is eligible for the $1000. Individual or Group Enhancement Plans are to be submitted to Paul Davis, Technical Assistance and Training Specialist, with the grant. We request that you send a copy of he plan, any supporting documentation and a cover page. The cover page should have the following information: 1. Persons involved in creating the plan and their agency affiliation; 2. CareerLink or CareerLinks that the plan encompasses; 3. WIA and WIB that the plan is representing; 4. Contact person, phone number and email address of the person coordinating the plan. What happens now that I have sent my plan to the Raise-Up Grant? You will receive confirmation that that Grant has received your plan. If further assistance is needed with the plan, it will be provided. A team consisting of partners from the Office of Vocational Rehabilitation, the Bureau of Workforce Development Partnerships, and the Grant staff will review the Enhancement Plan. This team will review the plan and provide feedback to the Enhancement Team. The next step is to meet with your Enhancement Plan Team(s) or individual(s) to decide how to use the $1000 towards implementation of the plan. How do I access the $1000 stipend towards implementation of the plan? Once approval has been returned to your team, your Team(s) need to submit a recommendation to the Workforce Investment Board in your area. When submitting the recommendation, please inform Paul Davis, Technical Assistance and Training Specialist that a recommendation has been made to the Workforce Investment Board in order to follow up on the request that was made. Follow-up will be made with the Workforce Investment Board to ensure the request has been received and acted upon. What do I need to submit to the Workforce Investment Board? You will need to submit a contact person and information for your team representative. You will need to submit a copy of the Enhancement Plan, and you will need to submit three (3) written estimates for items to be purchased for the implementation of the plan. What happens when I submit the information to the Workforce? The Grant will contact the Workforce Investment Board to verify that your request for the stipend has been submitted. The Workforce Investment Board will be asked to pay for the recommendation and the Grant will reimburse the Workforce Investment Board. What if the request is more than $1000? The Grant is limited to $1000 per Workforce Investment Board. The team may be able to leverage the grant stipend with other funding to meet the needs for implementation of the Enhancement Plan. What happens once the CareerLink(s) have received their stipend? The Enhancement Plan Team(s) should notify the Grant that the stipend has been implemented. The Enhancement Plan team should continue to update their plan at a time frame to be determined by their Team in order to continuing enhancing services to persons with disabilities. Jobless Rate for Persons with Disabilities Enhancement Plan Fact Sheet WASHINGTON -- There's a big difference between not having a job and being unemployed, but advocates of disabled people often don't make that distinction. Twelve years after the Americans with Disabilities Act declared employment discrimination against the disabled illegal, a Harris poll found the percentage of disabled adults with jobs stuck at about 35 percent. Critics of the ADA say the cost of compliance has made employers wary of hiring disabled workers. However, advocates for the disabled downplay the employment participation statistic as misleading because it includes disabled adults - many of them older - unable or unwilling to work. Experts on the disabled say they've seen positive employment gains, many of them among young adults. This generation of young adults has benefited from special education programs or mainstreaming in regular classes in school districts that have had to comply with the federal Individuals with Disabilities Education Act. The Harris polls conducted in 1986 and earlier this year show the percentage of disabled Americans without high school diplomas has dropped significantly in the past 18 years, from 39 percent to 21 percent. It's nearly twice the percentage of the general population that never finished high school but a marked improvement. And a higher percentage of young adults with disabilities is attending college and becoming professionals, according to Roy Grizzard, assistant secretary of Labor for Disability Employment Policy. People without jobs include many Americans - both disabled and not - who are not considered part of the work force because they are students, retirees and homemakers. Others dont have a job because they are unwilling or physically unable to work. However, to be unemployed means a person is ready, able and willing to take a job immediately. Advocates for the disabled and government officials often note that 50 percent to 70 percent of disabled adults aren't employed and call it the unemployment rate. That statistic - though incorrect - is often quoted because the Labor Department does not measure unemployment among disabled people. But among those with severe disabilities - perhaps wheelchair users or people who are blind, deaf or missing a limb - the jobless rate more than doubled to 25 percent.
